The Cuban Ministry of Tourism (MINTUR) stated that the following key reasons drive the decision to replace tourist cards with mandatory e-Visas:

Who Needs the New Cuba e-Visa?
- Effective July 1, 2025, nearly all international travellers must obtain a Cuba e-Visa before arrival.
- A key exception: Most Canadian citizens flying directly from Canada will have their e-Visa integrated into their airline ticket.
- However, Canadians travelling to Cuba with stopovers in other countries will need to apply for the e-Visa independently.
- The new e-Visa requirement now includes travellers from countries previously visa-exempt, such as China and Russia.
